These rules protect the natural-athlete standard in membership and competitions operated by Türkiye Doğal Vücut Geliştirme (TDVG). They apply to TDVG members, registered athletes and supporting coaches/team members.
- Under INBA/PNBA rules, at least 10 years must have passed since the last use of prohibited performance-enhancing substances or methods. A negative current test does not remove this requirement.
- Institut Jaqson conducts sample collection, on-site inspection and investigation under the WADA International Standard for Testing and Investigations (ISTI); samples are analysed in independent WADA-accredited laboratories.
- Selected athletes will undergo polygraph checks; refusal is a violation.
- The current WADA Prohibited List in force on the competition date is binding.
- From the moment your membership fee is confirmed and membership is activated, you may be tested (urine and/or blood) or inspected without notice, including in the off-season, without having competed before.
- Domestic out-of-city and international travel must be notified in advance in writing to info@dogalvucutgelistirme.org.tr, with departure/return dates and address.
- Samples may be stored in WADA-accredited laboratories for up to 10 years and reanalysed.
- Athletes are personally responsible for every substance entering their body, including supplements.
- Send questions to info@dogalvucutgelistirme.org.tr.
1. Institutional framework and authorised provider
TDVG uses the current WADA Prohibited List in force on the competition date and may direct athletes to educational resources published by the Turkish Anti-Doping Commission.
Sample collection, on-site inspections and investigations are conducted by Institut Jaqson, an independent testing and investigation provider working within ISTI. Institut Jaqson is not a laboratory; samples are analysed only in independent WADA-accredited laboratories.
The TDVG Anti-Doping Committee consists of the TDVG President, medical adviser and Institut Jaqson general manager Michael Jablonski. Where serious doubt exists, it may order out-of-competition testing or inspection and restrict participation based on the result.
2. Natural-athlete standard and 10-year rule
Natural status means more than being clear on competition day. An athlete's history must meet the standard.
Under INBA/PNBA rules, at least 10 years must have passed since the last use of performance-enhancing substances or methods incompatible with natural status. This international requirement has no exception.
- Historical eligibility is separate from current laboratory results.
- A negative current test does not remove the 10-year requirement.
- Not every substance on the WADA list automatically triggers ten years; assessment depends on the substance/method and use.
- Anabolic-androgenic steroids, SARMs, growth hormone, performance/appearance insulin use, peptide hormones, prohormones and similar substances are treated as serious violations.
TDVG may request further declarations, explanations or tests.
3. Testability and contact obligations
All active members may be tested from the moment their membership fee is confirmed and membership is activated. No previous competition, registration or in-season status is required. Members must keep their residential address, phone and email current and report secondary residences. TDVG and Institut Jaqson select athletes at their discretion without disclosing reasons.
3.1 Travel notification
Domestic out-of-city and international travel must be notified in advance in writing to info@dogalvucutgelistirme.org.tr, with departure and return dates and the address during travel. Unplanned urgent travel must be notified to the same address as soon as possible. Travel notification does not grant exemption from testing; travel data is used only for test planning and is never made public.
4. Violations
- Presence, use or attempted use of a prohibited substance, metabolite, marker or method.
- Refusing, delaying or obstructing a sample, test method or inspection.
- False, incomplete or misleading declarations.
- Making testing impossible by failing to update contact details.
- Masking, tampering or attempted manipulation.
- Encouraging or assisting another athlete's prohibited use.
- A false declaration concerning the 10-year rule.
5. Controls and test methods
5.1 In-competition
Category winners and other selected athletes must report immediately for urine and, where appropriate, blood testing. Random collection may occur at registration, weigh-in or competition regardless of placing. Registration constitutes acceptance of these rules.
5.2 Out-of-competition
TDVG may conduct unannounced urine and/or blood tests on active members at any time. Analysis methods are limited to urine and blood samples.
If the member cannot be reached at the declared address, the provider records the attempts in writing (date, time, address and contact attempts). An official notice is then sent to the latest email, asking the member to attend testing without delay and explain the unavailability in writing.
TDVG assesses the explanation. No test refusal finding or lifetime ban is imposed automatically without assessing the explanation. Failure to give a reasonable explanation, avoiding testing after notice or obstructing the process may be treated as refusal, and the sanctions in Section 9 apply.
5.3 On-site inspections
Inspections are normally unannounced, may happen more than once and may include physical-development review, investigation of prohibited methods and address verification. Urine and/or blood samples may be ordered during or independently of an inspection. If the member cannot be reached, the same written record, official notice and explanation assessment as in 5.2 apply. Refusal, evasion or obstruction is equivalent to refusing doping control and, after a final decision, leads to termination and a lifetime ban from TDVG competitions.
5.4 Polygraph
Selected athletes will undergo polygraph checks. The polygraph is not a laboratory analysis but a separate integrity check. It assesses declarations about natural status and the 10-year rule. Refusal is a violation and can lead to exclusion.
An adverse, inconclusive or suspicious result is not itself a laboratory positive or automatic disqualification, but may justify further testing or investigation.
5.5 Documents and declarations
TDVG may request additional statements, explanations or documents where doubt exists.
6. Therapeutic Use Exemption
- Where a prohibited substance is medically necessary, an application should normally reach TDVG at least 30 days before use.
- Shorter timing may be accepted in justified emergencies.
- Retroactive applications are possible only for out-of-competition controls.
- Medical use must be declared during control or registration and supported by a medical report.
7. A and B sample process
- An adverse A-sample finding is notified confidentially with the alleged rule, facts and right to respond.
- The athlete may request B-sample analysis in writing within seven business days; no timely request waives that right.
- The athlete or representative and a TDVG representative may attend after notice of place, date and time.
- The B sample confirms or refutes the A result. A refutation closes the matter without a violation.
- B-sample analysis is TDVG's sole internal review mechanism; there is no further internal merits appeal.
- A final results-management decision completes the process and is notified in writing.
8. Long-term storage
Samples may be stored in WADA-accredited laboratories for up to 10 years and reanalysed when scientific advances make new detection possible. TDVG need not disclose which samples are stored or reanalysed. A positive reanalysis is treated as positive from the collection date and may lead to retrospective sanctions.
9. Sanctions
A violation becomes final only after A-sample analysis, B-sample analysis (if requested) and the athlete's defence are complete and a final violation decision is issued. An initial suspicion or an A-sample finding alone is not a final violation. The sanctions below apply to TDVG competitions.
- Disqualification: results, medals, points and prizes from the relevant event are withdrawn.
- Lifetime ban: athletes with a final violation lose membership and may never again compete in TDVG competitions. A lifetime-banned athlete cannot return through new membership.
- Exceptional temporary ban: for a first cannabis violation or first prohibited infusion-method violation only, the Committee may impose two years if the athlete fully admits the violation, maintains membership and pays for an unannounced test. There is no entitlement to this exception.
- Costs: the athlete bears collection and analysis costs for a test resulting in a final violation; refusal may also incur a contribution and sporting fine.
- Backstage restriction: athletes and coaches with final violations, including in partner federations, are barred backstage.
- Other sanctions: suspension or termination may apply proportionately after the athlete is heard.
Athletes remain free to obtain legal advice and pursue available legal remedies.
10. Re-entry and waiting period
A returning former member must complete six months of active membership before competing. This may be reduced to three months if an athlete-funded unannounced doping control is completed. This does not apply to lifetime-banned athletes, who cannot return.
11. Other organisations' tests
TDVG does not rely on results from non-WADA-accredited laboratories or controls not conducted to TDVG standards when determining natural status.
12. Results reporting and public disclosure
12.1 Verified negative results
Verified negative results may be published with the athlete's name and photo in TDVG transparency bulletins and on the website only with the athlete's separate, optional explicit consent. Without consent, results are shared only as anonymous statistics. Not giving consent does not affect the application or test result.
12.2 Final violations
Only violations confirmed by a final decision may be disclosed, with the athlete's name, violation type and sanction, in proportionate detail. Ongoing proceedings, initial suspicions and A-sample findings alone are not disclosed.
Medical reports, addresses, identity and travel data are never published. Minors are fully protected: their identity and images are not published.
13. Athletes under 18
- Membership and testing require parent/guardian approval and contact details.
- The independent provider's minor protocol applies to blood collection.
- A parent/guardian is informed about on-site inspection.
- Special-category data is processed with guardian approval and restricted access.
14. Athlete responsibility
The athlete is personally responsible for every substance and method. Intent or negligence need not be separately proven. Contamination or supplement contents generally do not remove responsibility. Ask TDVG before using a product if uncertain.
15. Personal data
Processing follows the Privacy Notice and Athlete Explicit Consent. Detailed laboratory and medical records remain with the independent provider where possible.
16. Updates and contact
These rules are reviewed annually by the TDVG President, medical adviser and provider representative. Send all questions about the 10-year rule, polygraph, inspections and testing to info@dogalvucutgelistirme.org.tr. Phone: +90 541 699 63 39
